Question: Why are my brakes still squealing?

I had band new rear brakes put on about 6 months ago and they still squeal horribly and loudly when I am slowing down to stop. Why is this happening? I have brought it back to the shop for them to be adjusted but the loud squealing persists. Apparently my brakes are the drum type if that makes a difference in your answer.
